According to the city, the project is expected to generate up to $98 million in new investment and create 30 new jobs.

The Tyler City Council on Wednesday approved a 10-year tax abatement agreement with Hiland Dairy to help with its plant's significant expansion.

Hiland Dairy's project will add over 90,000 square feet of dry and refrigerated storage and a production space. This expansion includes eight additional production lines as well as space available for two more lines in the future, the city of Tyler said.

Barry Beaman, general manager of Hiland Dairy’s Tyler plant, said the plant is expanding because Hiland in Tyler is over capacity.

"At times we have to bring milk in from out of state, and so this will allow us to furnish Texas with Highland Dairy needs in this area," Beaman said.

According to the city, the project is expected to generate up to $98 million in new investment and create 30 new jobs with an estimated average annual salary of $66,000.

“We are thrilled to support Hiland Dairy’s expansion, which will not only create new jobs but will further solidify Tyler’s role as a regional hub for industry and employment,” said Mayor Don Warren. “This partnership is a significant win for our community and will bring lasting economic growth.”

Hiland Dairy's Tyler facility produces one million gallons of milk per week, serving local customers like Brookshire’s Grocery Co. The Tyler plant has history dating back to 1927 as a cornerstone of the community. The facility joined the Hiland Dairy family in 2017. The expansion is expected to open in the first quarter of 2026.
