Palestine man arrested after standoff with police

Tin Phan was taken to the Anderson County Jail and booked for deadly conduct and evading arrest detention. Officials said additional charges are pending.

PALESTINE, Texas — An East Texas man was arrested after a standoff with police in Palestine Monday afternoon.

According to the Palestine Police Department, officers arrived at a residence in the 100 block of St. Andrews Drive in regards to a phone call of a disturbance. The caller informed the police of an armed man inside the residence.

Upon arrival at the scene, the officers heard gunshots fired inside the house. Moments later, the suspect's wife ran out of the house to safety.

Officers identified the only person in the house as the 26-year-old suspect, Tin Phan. The PPD Emergency Response Team (ERT) was then dispatched to the scene to negotiate with Phan.

Phan emerged from the residence with a firearm and wearing a military uniform, police said. Phan refused to negotiate with officers and ran back into the house.

An arrest warrant for Phan and a search warrant for the house were issued, officials said. 

For several hours PPD tried to negotiate with Phan to exit the house. Phan told PPD he had multiple firearms and a bomb inside of the house.

Phan continued to refuse and began to fire shots from inside the house, police said.

Officials called chemical agents to assist with the case. Around 9:45 p.m., Phan emerged from the house and was taken into custody. 

Police said during a searched of the house several items were found, such as multiple firearms, including rifles positioned near windows in the attic, along with hundreds of rounds of ammunition and a suspicious device in the attic.

The Tyler Fire Department Bomb Squad determined the device was not a threat, police said.
