$20M Texas chocolate factory to start construction in January

The project is expected to start construction in January 2025 and wrap up around July 2026.

ROCKWALL, Texas — A Canada-based chocolate company is expanding into North Texas with the construction of a multi-million-dollar factory.

Filings with the Texas Department of Licensing and Regulation revealed Chocxo, an affiliate of Chewters Chocolates, based in Delta, British Columbia, will build a $20.5 million, 225,000 square-foot facility in Rockwall. 

Chocxo is an organic, low-sugar chocolate brand. The company's U.S. head office is located in Dallas.

The new factory will be located at 2911 Discovery Blvd. at Rockwall Technology Park.

"They've been fantastic partners," Chocxo President Peter Higgins said of the Rockwall Economic Development Corporation. "I think the DFW area is fantastic from a logistics standpoint, specifically for our customers throughout the U.S."

TDLR filings show the project is expected to begin construction in January 2025. Higgins told WFAA the factory is expected to be operational by Spring 2026. The facility will include an office, factory and warehouse.

Rockwall Economic Development Corporation President Phil Wagner said the company plans to invest more than $40 million in the chocolate manufacturing facility. 

"The ChocxoXO investment will diversify the tax base and help ensure Rockwall keeps one of the lowest consolidated tax rates in North Texas," said Wagner. "Additionally, the 2,000 SF retail store will allow local residents and chocolate enthusiasts to get amazing ChocXO products straight from the manufacturing floor."

"We're really looking forward to being a part of the Rockwall community and the greater Dallas-Fort Worth community," Higgins told WFAA.

Chewters Chocolates was founded in 1984 and specializes in one-shot depositing and high-speed wrapping, including nut butter cups, bars, squares and filled chocolates, according to the company's website. Chewters main focus is co-manufacturing with other chocolate brands.
